The Security category is only available/displayed when you are signed in as Manager.

This category allows the manager to specify which setup options users with a "Supervisor" security level can access.

There are two levels of security for high-end users in the user profile: Manager and Supervisor. Each has the same levels of security with one difference: Supervisors may or may not get in to every category in Setup > Configuration depending on these check boxes. Check the options you DO NOT want Supervisors to access.
